Universal basic income concept with hands holding banner SHREVEPORT, La. – The application process is underway for the public to register for the Shreveport Universal Basic Income Program (UBI). The pilot program is a joint effort between the city, Caddo Parish and United Way of Northwest Louisiana. Interested participants can register at www.shreveportla.gov through Jan. 17.
