What makes you think economy would stop? It would change sure, and certain businesses may cease to exist, but for the most part it would be fine. The basic idea is that certain bare necessities (which ones varies) should be covered by the government. But the vast majority of people wouldn’t be content with just bare necessities (the simple bare necessities) and thus would still have jobs to buy luxuries or simply better food/living.
The government taxes people (and generally, like now, the very poor pay no effective tax) and everyone gets a small stipend from the government.
