New Delhi, Feb 10 Terming Congress President Rahul Gandhis promise of a minimum income guarantee to poor unimplementable, NITI Aayog Vice Chairman Rajiv Kumar says it is similar in nature to former Prime Minister Indira Gandhis ‘garibi hatao slogan.

He says India neither had the kind of fiscal space, nor the kind of complete data needed to implement the scheme.

Friday I wrote about the initial results of Finland’s Universal Basic Income experiment. Though the conclusions so far only involve the first year of the program, Finland’s Social Insurance Institution concluded the experiment failed to do what they hoped, i.e. lead more unemployed people to work. In fact, there was no significant difference in work days per year between the group receiving the $600 monthly payments and the control group who received nothing. Criticizers of UBI in general and some others labeled the Finland’s basic income experiment as a “failure” because it didn’t boost employment, but it succeed at what we want it to do, secure people financially in the years of automation, improve life quality, eradicate poverty and boost entrepreneurship, so in these terms, the experiment was successful.

In the U.S., many legislators have called for federal and or/state governments to trial these economic policies. One recent proposal actually calls for people to receive money from the government even if they are unwilling to work!
