First off, though a UBI might be administered through a government, its source (at least in the original concept) is ‘economic rents’ ; the dividend owed society on profits deriving from use of the commons, or those things which the society owns collectively like land, natural resources, publicly financed infrastructure, exclusive use rights created by government like patents and copyrights, and costs externalized by business and imposed on society like pollution and public health impact costs.
