Michael Tubbs is used to breaking new ground. In 2016, he was elected mayor of Stockton, California at the age of 26, becoming one of the youngest mayors in the country. Now, he’s preparing to launch the Stockton Economic Empowerment Demonstration (SEED), the first pilot of a basic income program in the United States.
