'Kick in the teeth for taxpayers!' Top Tory blasts Labour over flat rate benefits scheme

The idea of a universal, or basic, income is something Shadow Chancellor John McDonnell wants to try out if Labour wins the next general election, he revealed.

It would replace traditional means-tested benefits and a Labour review of the policy is due out in the autumn.
