Bart Everson: What would it mean to fully fund education?

33 years ago this month, I had my first day of school in Sweden. I was attending a public high school, and I was particularly impressed that all my school supplies were paid for with public money. Imagine that — fully funded public education. We didn’t have that here in America, and we still don’t. (I just shelled out over a hundred clams for my daughter’s school supplies.) Which way is better?
