There are too many different competing visions of what "UBI" even means to say that it would be inevitable – and I say that as a big supporter of certain UBI models.
At one end you have fairly moderate visions of UBI simply replacing certain welfare programs with an income floor, but leaving the rest of the infrastructure of social benefits in place (healthcare, education, housing, transit, etc) – on the other end you have people who envision cutting almost all aspects of government services (health, education, housing, transit, etc…) and replacing those with a single UBI payment.
