Liberal Democrat councillors will put forward a motion, known as a white paper, at next week’s full Leeds City Council meeting, inviting members to support introducing an unconditional free wage for all its citizens, regardless of their work status or salary. It argued the inadequacy of the benefits system, combined with the coming economic shock caused by Covid-19, will leave the government with no option but to provide a universal basic income (UBI) to individuals who are struggling to make ends meet.
