I think this is a very interesting concept. Many on the left claim that providing greater benefits to underperforming households will change the underlying dynamics that have led to underperformance. As an econ geek, I don’t think that’s likely, but it would be worth investigating.
The results being what any liberal could tell you they would be, based on past experience and projected outcomes… and are also what any Randian-Von Mises rwinger would, "not think is likely".
