HARRISBURG—The moratorium on utility shutoffs expires at the end of the month, leaving more than 1 million Pennsylvania households at risk of losing their electricity, gas, water and telephone service.
A deadlocked Public Utility Commission earlier this month ensured utility companies could move forward with terminations starting April 1, potentially leaving low-income workers and students without a way to connect to their jobs or schools.
