By this summer, Oakland will begin giving 600 residents $500 a month for at least 18 months as part of a new guaranteed income program. Only residents who identify as a person of color qualify. The last time I spoke with former guaranteed income guru Michael Tubbs, he was excitedly explaining just how many cities in how many states were clamoring to give a few hundred bucks a month to a few hundred of their residents — no strings attached.
