'No government could afford it': Why a newly proposed guaranteed basic income is likely doomed

OTTAWA – The controversial idea of a guaranteed basic income, which could cost tens of billions each year, might be making its way to the House of Commons this spring.

But the chances of a guaranteed income becoming actual policy are “very close to zero,” said Kevin Milligan, an economics professor at the University of British Columbia who specializes in government social spending.
