Hailie 5 Hailie 5 CONNECTING… ROCHESTER, N.Y. – Last week, applications closed for the City of Rochester’s guaranteed basic income program. More than 16,000 people applied for only 351 spots. Those who are randomly selected will receive $500 a month — federally funded with the American Rescue Plan Act (ARPA) — for the next 12 months. No strings attached.
