Brazil’s basic income plan aims to stimulate growth and boost Bolsonaro

When Brazil’s government attempted to dole out coronavirus emergency relief to its poorest citizens in April it discovered that millions of the country’s neediest were not registered in official data for employment or benefits.

For finance minister Paulo Guedes, the realisation that 38m Brazilians — including almost 10m of the poorest — had fallen through the welfare safety net was the impetus to announce a plan for a basic income.
