California city to experiment with ‘universal basic income’

I guess the city has more money available post-bankruptcy than some folks thought.

Perhaps if it’s only low-income people receiving the new "UBI", recipients aren’t going to be paying federal and state income taxes on it? How about Social Security taxes? It is an "income", after all, right? How are they going to get compliance and assign effectiveness of this little nugget? Robert Heinlein would be proud.
