I read an article about a year ago (will post a link shortly) about a city in Holland that proposed giving a group of 250 people, claiming benefits, an increased set amount of money to live on each month for 2 years. Not to live an extravagant lifestyle, but enough so they could live comfortably- ie not in poverty. They were allowed to work to top up this income and the benefits were not means tested, meaning they could keep all their benefits and any extra earnings.
