HELSINKI: For just one hour of work, Juha Jarvinen had to fill out piles of paperwork only to see his unemployment insurance docked. But with Finland’s universal basic income test, he’s hoping for a fresh start. As of Jan. 1, a two-year experiment will see 2,000 unemployed Finns receive a monthly unconditional payment of 560 euros ($590).

If the test is successful, the plan will be rolled out nationwide, though the exact amount and conditions remain vague at this stage.

Finland has announced that it is conducting a social policy “experiment” which deserves closer examination. Through 2017 and 2018, Finland will provide a guaranteed basic income of 560 euros to 2,000 randomly selected welfare recipients. This benefit will be subtracted from other, currently existing welfare benefits that participants may be receiving, and, crucially, the payments will continue regardless of any other income that is earned. If a participant of this program finds a job, the government will continue to pay them the 560 euros in addition to any other income.

In a new report , commissioned in 2016 and released earlier this week by the European Union, MEPs have warned that all 27 member states must seriously consider piloting and introducing Universal Basic Income (UBI) schemes that help their societies prepare for a future packed with artificial intelligence (AI), automation and robots.
