Government report misses key points on income one for all: A universal system would generate community and multiplier effects. THE government’s Chief Economic Adviser deserves congratulations on including a chapter in the Economic Survey of 2016-2017 on basic income, which would involve giving every Indian a modest amount each month as a citizenship right.
