Could FDR have shortened the Great Depression by introducing a basic income guarantee?

Back in that time, the Depression Era of the 1930s, economic and political realities were very similar to those of the present day. Those trying to figure out ways to ease the effects of the Great Depression, were fought viciously, every inch of the way, by those who had a vested interest in maintaining the economic status quo, even though millions of our citizens were suffering as a result.
