It has been tried in small scales. Some of these were so small they amounted to nothing more than government handouts. These failed to provide any proof of benifit. Other efforts started and were terminated due to the massive expense.
The math doesn’t work. It’s not hard math… you can’t tax a population enough to pay everyones subsistence living expenses ($12,000 a year). The majority of the population would be paying at least 300% of that amount. Keep in mind, government is no efficient.
