Exclusion from Assistance Program Calculations: These payments would not be taken into account when determining eligibility for federal or federally assisted state or local assistance programs, such as the Supplemental Nutrition Assistance Program (SNAP) and Medicaid. In other words, receiving these payments would not disqualify participants from other forms of support. Partnership with Research Institution: The bill mandates that the U.S. Department of Health and Human Services (HHS) collaborate with a non-profit academic or research institution experienced in mixed-method experimental design.
