At an April 10 press conference, Harris County Judge Lina Hidalgo showed the lawsuit filed by Texas Attorney General Ken Paxton to stop the county’s guaranteed-income pilot project. Hidalgo called the state’s actions “cruel.” When Harris County leaders launched Uplift Harris, a guaranteed income pilot program, the state of Texas stopped it in its tracks.
