Are we really so surprised that money works to alleviate lack of money?
Aside from the clear over-performance of the money recipients relative to the control group, the improvement in the control group itself is actually really encouraging. If we can safely assume that participating in the study as a control ($50/mo) is not affecting their condition, then the strong improvement in the control might indicate improvement overall in homelessness.
