Social Development Minister Lindier Zul says her department is considering a more comprehensive social security system for South Africa.
In response to a written parliamentary question and answer session from the Democratic Alliance, Mr. Zulu said the government would create a three-pillar system of social grants, contribution social insurance, and voluntary insurance.
