Irrelevant – the 100 people don’t factor into the decision. At best, they shepherded toward a vote where they vote against their ability to change course.
There will always be 1 in 100 that refuses to work – in fact probably closer to 15 IRL because we have illness, paternity/maternity, acts of nature, acts of govt (what happens when your local bridge shuts down and your commute time triples?), the gig economy, zero-hour contracts, etc
