One of the first basic income advocates, political philosopher Thomas Paine proposed a program resembling UBI in his 1797 pamphlet Agrarian Justice. He believed that the earth was the common inheritance of the human race and therefore belongs to everyone, suggesting that landowners should be taxed and those proceeds should be redistributed to non-landowners to give them some financial security.1
