The present benefit system was intended to underpin social security, but in recent times has created little but social insecurity and stigma. The National Policy Forum asks "How do we rebuild a just social security system that is compassionate and capable of taking on the challenges of the 21st Century?" Evidence mounts daily that the present system is simply not fit for purpose for the 21st century.
