To an extent, but if you look at regional levels of unemployment they are higher in a variety of areas, particularly those that have experienced braineconomic drain. You wouldn’t see many people moving to those areas as is currently.

However, if you now see an upturn in the economy in those particular areas, jobs will be created, families will grow, more investment, teachers etc will be required. At the moment the opposite is happening.
