So if we take current means tested welfare expenditures and divide it by the entire population we get $9k/yr which is well below the current poverty line. If you wrote a check to everyone for right about the poverty line at 13k that would represent $3.4 Trillion, which is significantly more than the current expenses on mean tested welfare.
