The Finance and Fiscal Commission (FFC) says the Covid-19 pandemic and the introduction of the R350 grant for social distress relief provided impetus to discuss a basic income grant in South Africa.
The FFC is an independent constitutional consultative institution. Its role is to advise and make recommendations to Parliament, provincial legislatures, organized local government and other state bodies on financial and fiscal matters.
