Universal Basic Income is an unconditional regular income, sufficient to live on, paid to every citizen by the government. State-operated Basic Income dates back to the late eighteenth century when Thomas Spence (an English radical who believed in common land ownership) and Thomas Paine of the American Revolution both declared their support for a welfare system in which all citizens were guaranteed a certain income.
