the economic survey 2016-17, presented last month, advocated a ubi scheme as an alternative poverty reduction mechanism in place of various ongoing social welfare programmes.

the bad bank suggestion is on the table. the fact that it is not mentioned in my budget speech does not mean it does not make sense to us but it is very much a subject on the agenda.
