The Basic Income theory has been floating around in different intellectual circles. Last year Sam Altman of Y-Combinator wrote an essay wrote a great essay on it. He is also spearheading a new pilot test in Kenya. There is a whole subreddit devoted to it.
Some countries like Finland are carrying out new projects to test out a Basic Income. Since the start of 2017, 2,000 unemployed citizens of Finland have been receiving $590 each month. They will continue to do so until 2019.
