With a UBI, everybody gets the money but the middle class and upper class then get that money and more taken away from them again through income tax. With negative income taxation the middle and upper class never get that money in the first place, but the amount taken from them in taxes is less. While the net result should be about the same, it would be interesting to see how the human mind reacts to the two different scenarios. . .
