When nonprofit groups asked the Palm Springs City Council for $200,000 to help start a guaranteed income program for transgender or nonbinary people, council members rightly expressed skepticism .

About the price tag, the likely effectiveness and even whether a city government is equipped to remedy the larger societal inequities that sparked the concept.
