They stay on welfare because of the pay jump. The value of those benefits exceeds the value of small raises, but those small raise, or increases in hours, equal more work, typically. In order for a raise to defeat the monetary value of welfare benefits, you’d need, off the top of my head guestimation, at least a 3-6 dollar per hour raise, assuming it also comes with 30+ hours per week, and health insurance.

In perhaps the single most astounding passage of her campaign memoir What Happened, Hillary Clinton reveals a campaign proposal she formulated with staffers but never actually released: a universal basic income for Americans, funded by carbon and financial transaction taxes.
