Two things:
First, school in Canada is not free. That’s why people pay taxes. Semantics, perhaps, but a point of clarification. If you pay taxes, you pay for your kids to go to school.
Second, I have previously asked for a source for this assertion that GIS only applies to those living in Canada. From the little research I did that doesn’t seem to be the case and, in fact, one need only NOT be out of the country for more than six consecutive months in order to receive it*.
