Let me briefly discuss theory. A theory is an idea used to explain an observed phenomenon or situation. One can propose a theory as to the reason for the poor employment figures, whether it be disincentive owing to unemployment benefits allowing people to stay home or wages/benefits being inadequate. Or both.
