Today’s column engages the IMF’s recent publication on Universal Basic Income, UBI schemes as a direct complement to last week’s, which engaged the World Bank study on the same topic. As indicated, these two columns provide a preface/preview, and summary introduction to my proposed re-visit of the Buxton Proposal, a UBI mechanism, which I have advocated for recently oil-rich Guyana, as the most effective path for eradicating persistent poverty.

Basic income is a proposal that has been extensively studied in the literature. It has been compared to the conventional welfare state package in terms of economic security and other criteria such as power, carbon emissions, and gender division of labor. The comparison has been done in different contexts, including a "nightwatchman" context, a neoliberal context, and a social democratic context. The findings suggest that without a welfare state background, services and regulations are generally preferable for vulnerable groups. However, as the welfare state develops into a neoliberal or social democratic context, basic income becomes a generally superior option. […]
