Which sounds like a more radical idea: Universal Basic Income or 0% income tax?

They both pretty poor ideas.

Without an income tax, it would be much harder to provide re distributive tax policies. Many other taxes like Sales, VAT, labour tax (which is an income tax on typically lower income people) are quite regressive. Transaction taxes and capital taxes are relatively easily avoided by offshoring the activity. Land value tax is a viable alternative.
