Can a universal basic income address homelessness?

Homelessness is a growing problem. Photo QK – Pixabay. UNSW academic Dr Andrew Clarke has suggested that an alternative approach to welfare could replace policies that are failing to address homelessness.

He says homelessness is an increasing problem across the developed world, and most existing policy responses are failing to make an impact. In Australia, for instance, homelessness has increased despite growing investment in (predominantly crisis-oriented) specialist homelessness services.
