The Centre for Policy Dialogue (CPD) has proposed universal basic income (UBI) for Bangladesh as a promising tool to reduce poverty, empower citizens, and streamline social protection even within the constraints of the current fiscal framework.

The local think tank made the proposal at a seminar titled "Assessing the Viability of Universal Basic Income in Bangladesh: Target Population, Fiscal Requirements, and Institutional Challenges" in a city hotel on Sunday.

The proposal said the UBI would include a periodic, unconditional, and uniform cash payment system, offering financial security to all members of society.

Referring to several UBI schemes worldwide, the CPD said a partial one would be ideal for Bangladesh at the moment and could be more effective than the current social safety net programmes in alleviating poverty.

To ensure its effective implementation, the CPD recommended introducing a poverty scorecard as a reliable and cost-effective tool to assess poverty levels and identify target groups.

"The threshold of the scorecard will indicate households' susceptibility to poverty. Those scoring below the threshold are more vulnerable to poverty, while those above are not," said Towfiqul Islam Khan, a senior research fellow at the CPD, in his presentation.

He said the threshold would be determined by analysing various values in both urban and rural areas, aligning them to represent households that fall below the upper poverty line as defined by the Household Income and Expenditure Survey (HIES) 2022.

According to the CPD proposal, households in urban areas with a score below 48, and in rural areas below 52, would be eligible to receive allowances.

Speaking at the event, CPD Chairman Professor Rehman Sobhan said UBI had been discussed since the 1980s and it had taken 40 years to put the topic on the table in Bangladesh.

Describing the present time as unique, he said the head of the interim government, Dr Muhammad Yunus, had practically struggled his entire life to alleviate poverty.

"It is going to be Yunus among any leader, not just in Bangladesh but anywhere in the world, who would take a policy proposal on poverty seriously," he said.

The noted economist said it was not an academic paper just for discussion but was a serious policy proposition to be taken up for implementation.

The CPD chairman said the programme could be very innovative for poverty alleviation in Bangladesh. He urged the finance adviser to consider including this in the next budget.

BNP's National Standing Committee Member Amir Khasru Mahmud Chowdhury said any politician or party unable to uphold the new aspirations of the people following the July-August uprising would not sustain in politics.

He said the proposed UBI scheme matched people's aspirations, adding such a programme would help Bangladesh go ahead to become a welfare state.

Khasru said the BNP had planned to take universal healthcare as well as subsidised education at a higher level, which would make people spend more on welfare.

The senior politician termed the UBI a good programme, saying this could be taken up in coordination with other welfare schemes, including his party's proposed healthcare facilities. He said the BNP would examine the proposal and hold serious discussions.

Chairing the event, CPD's Distinguished Fellow Dr Debapriya Bhattacharya said Bangladesh now stood at a critical juncture, balancing democracy and development.

"In this pivotal moment, it is essential to articulate our aspirations and ambitions for the future," he said.

Debapriya, also the convenor of the Citizen's Platform for SDGs, Bangladesh, said he saw the programme as a rights-based approach where every citizen would have the right to have a minimum income.

He emphasised the vision of building a society where development would be inclusive as well as guaranteed for all and would include ensuring basic protection for the people and providing them with the minimum means of subsistence.

Such assurances, he noted, aligned with the promises enshrined in the constitution, which committed to ensuring social, economic, and human security for every citizen.

CPD's Distinguished Fellow Prof Mustafizur Rahman said now was the time to implement such programmes in Bangladesh where a government was in power as a consequence of an anti-discrimination movement.

Such a welfare programme was required if Bangladesh aspired to be a welfare state, said Mustafizur, also a core group member of Citizen's Platform for SDGs, Bangladesh.

Former Dhaka Chamber of Commerce and Industry (DCCI) president Rizwan Rahman said the tax-to-GDP ratio was typically between 20 and 25 per cent, or at least above 10 per cent, in countries implementing UBI.

In contrast, Bangladesh had only managed to increase its tax-to-GDP ratio by 1.2 percentage points over the past 17 years, reflecting a slow growth in this critical metric, he noted.

"This shows our growth in terms of numbers is quite low, and admittedly, we have also been misled by certain figures," he remarked.

Despite the availability of various models, Rizwan questioned the feasibility of implementing UBI in Bangladesh in light of the current tax-to-GDP ratio. He warned of potential resistance from some quarters, as the initiative would require replacing the existing transfer programmes.

While acknowledging the need to ensure the current social protection schemes' efficiency, he expressed doubts about the government's readiness to roll out a UBI programme in the current volatile economic and political climate.

He said any implementation should adopt a public-private partnership (PPP) model for better effectiveness. He also proposed the interim government initiate a pilot UBI project, saying a full-scale programme should be executed by an elected government.

The business leader emphasised that corruption, which he described as a pervasive virus, remained a significant challenge. However, he expressed optimism, stating that eliminating corruption would make implementing UBI feasible. Additionally, he stressed digitisation would be instrumental in ensuring transparency and efficiency in such programmes.

Chair of the taskforce on re-strategising the economy and mobilising resources for equitable and sustainable development Dr KAS Murshid said UBI was apparently attractive and matched the aspirations of the existing socio-political environment.

He said the interim government was now taking up programmes that were like the low-hanging fruit and actionable in a short period. He further said he did not favour scraping the previous welfare programme-related income transfers.

Central Coordinator of Ganosamhati Andolon Zonayed Saki said, "While only 2.4 million people pay taxes, over 10 million hold credit cards. This highlights a significant disparity, indicating a substantial segment of the population is not contributing to the tax system."

Economist Rehman Sobhan on Saturday lamented that his expectation to see a discrimination-free society after the War of Independence in 1971 has not been fulfilled till date.

The social and economic disparities have grown, he said while addressing a discussion and launching of eight publications on marginalised communities in the capital.

Amid the trend, the problems of the marginalised communities have become acute, said Rehman Sobhan, also chairman of local think-tank Centre for Policy Dialogue.

The celebrated economist, who will turn 90 in the next March and still loves romantic imaginations to solve the social and economic discriminations, said that the recent revolution created scopes for ending disparities.

Brattyajan Resource Centre, Society for Environment and Human Development, and Power and Participation Research Center organised the event to highlight the problems faced by ethnic minorities, tea garden workers, harijon, rishi, kaiputra, bede, jaldash, sex workers, hijra and bihari people.

Terming the construction of dam in Kaptai a disaster for people living in the country’s hill tract areas, Rehman Sobhan also said the tea garden workers had been facing discrepancies since 1960s.

According to him, land has become like gold under the free market economy. No rivers and ponds will be left natural, he said, adding that developers had even encroached banks of the River Padma.

To elaborate his romantic imagination, Rehman Sobhan said he asked CPD to make a dialogue on basic income to determine the amount of money needed by different types of household.

The interim government chief adviser Muhammad Yunus, one of his early students during his stint with the Dhaka University from 1957, can take a programme based on social business to address the problems of marginalised communities, he added.

Noting the recent revolution created scopes for the marginalised communities to realise their long standing demands, he asked them to raise their voices.

A commission can be set up to address the long standing problems, he added.

Supporting the idea of the commission, PPRC executive chairman Hossain Zillur Rahman, who presided over the discussion, said problem of the marginalised communities should be ended so that they enjoy social recognition.

He hoped that the interim government would not disappoint the associations of the marginalised communities if their representatives appear before the chief adviser with specific recommendations.

CPD’s distinguished fellow Rounaq Jahan and BRAC University Professor Syed M Hashemi, Barrister Jyotirmoy Barua and representatives of marginalised communities participated in the discussion.

Health and Human Services Manager C’Mone Falls reported that despite the City nearly doubling its capacity to shelter and house its residents over the last three years, unsheltered homelessness is increasing and the need for investment remains.

Council supported a letter to the Port of Oakland Board of Commissioners reiterating environmental concerns about the Oakland Airport Terminal Modernization and Development Project and advocating for mitigation measures.

Background

The Road Home’s mission is to prevent first-time homelessness, address disparities, reduce chronic homelessness, minimize time spent homeless, and decrease returns to homelessness. Its goals are to:

• Secure a housing future for all Alamedans.
• Increase access to homeless emergency response services.
• Mobilize the citywide response to homelessness.

The report lists three strategies to address each goal (see table). Since initiating The Road Home in 2021, the City adopted the 2023-2031 Housing Element, which is a blueprint for how and when the community will meet the housing needs of current and future community members, including people experiencing or at risk of homelessness.

Falls reported that primary challenges to ending homelessness include an affordable housing shortage, the high cost of living, a stigma against those with mental health issues, and barriers to housing for large families, people with disabilities, and seniors.

Progress on securing a housing future for all Alamedans

As part of developing and adopting the Housing Element, the City inventoried unused, underutilized, and available properties and identified suitable sites for rehabilitating or developing permanent housing.

When the City adopted The Road Home, there were 596 affordable housing units in Alameda. Since then, it has added 226 affordable housing units (including ownership and rentals). The City also has added approximately 1,300 affordable housing units to its pipeline. Units in the affordable housing pipeline include 90 Permanent Supportive Housing units to be operated by the Alameda Housing Authority.

Residential and mixed-zone districts must now permit multifamily and shared housing opportunities. To encourage landlords to rent to low-income households, the Rent Program waives its annual fee when a landlord rents to a household with a Section 8 Housing Choice Voucher. If property conditions displace a tenant from a rental property, the landlord must pay temporary tenant relocation fees until the tenant can reoccupy the property. Finally, the City provides preference points for households that live or work in Alameda in affordable housing lotteries where it has control over filling vacant units.

Progress on increasing access to homeless emergency response services

To increase access to homeless services, the City expanded flexible funds to support households, added temporary housing, and expanded outreach.

Building Futures and St. Vincent de Paul allocate flexible funds. They must serve a minimum number of people and consult with the City before distributing more than $1,500 to one household. During Fiscal Year 24-25, flexible funds will expand beyond households currently experiencing homelessness to include those at risk.

The City launched the Guaranteed Income Pilot Program, Rise Up Alameda, to provide ongoing financial assistance for homelessness prevention. Rise Up provides $1,000 monthly to 150 low-income Alameda households for two years.

Since 2021, the City has quadrupled its temporary housing supply. The Midway Shelter continues to provide 25 beds for women and children experiencing homelessness and domestic violence. The Day Center Overnight added 17 emergency overnight beds; Emergency Supportive Housing added 24 beds; and Dignity Village added 61 beds. Since Dignity Village opened in 2023, it has housed 94 people. The City intends to expand shelter capacity by relocating the Day Center to a larger site.

Alameda Family Services provides a clinician offering one-on-one counseling and de-escalation services at Dignity Village. The program is expanding by adding group mental health services, workshops, and staff training.

The City expanded outreach through the Homeless Outreach Team seven days a week. The City offers behavioral health outreach through the Community Assessment Response and Engagement (CARE) Team, which provides a 24/7 alternative response to non-criminal individuals facing a mental health crisis. Shower services are now available twice weekly through the Day Center and Christ Episcopal Community Church.

Progress on mobilizing citywide response to homelessness

To mobilize citywide response, the City has sought to expand community involvement, strengthen the response system by improving service coordination and data collection, and engage the community in workforce development.

This year, Christ Episcopal, Trinity Lutheran, and Twin Towers United Methodist churches will operate the winter warming shelter, providing 20 beds from December 1 through March 30. Faith-based organizations partner with the Alameda Food Bank to provide free hot meals through the Dine and Connect Program on Monday evenings. In the winter, Building Futures provides a limited number of supportive hotel stays for individuals over 65 or with chronic health issues.

The general community mobilized through the Point in Time (PIT) Count. In January 2024, 76 community members surveyed and counted unhoused individuals as part of a biennial PIT Count required by HUD.

All programs serving unhoused people in the City now fully participate in the Homeless Management Information System (HMIS). This database tracks homeless individuals and families, allowing service providers to share data and coordinate services. The City strives to ensure service providers meet regularly to share resources and improve coordination.

The Alameda Point Collaborative (APC) Workforce Development Program matches 20 to 25 individuals with employment opportunities annually. APC provides employment services and on-the-job training to residents of their supportive housing program and encourages hiring residents for APC’s construction and reconstruction projects through labor agreements.

The City, Dignity Village, and its Resident Advisory Board are developing workforce support through the Senior Community Service Employment Program, a job training program for low-income, older adults.

Results and Needs Assessment

Despite the City nearly doubling its capacity to shelter and house its residents over the last few years, homelessness is increasing. Point in Time data shows that in 2024, the City saw a 72% increase in homelessness compared to 2022, from 264 to 455. In Alameda County, Albany, Dublin, Hayward, Livermore, Newark, and Oakland also saw increases. Berkeley, Emeryville, Fremont, Piedmont, Pleasanton, San Leandro, and Union City saw declines.

The City conducted a Needs Assessment. Social service providers expressed the difficulty of serving individuals from the street to successful permanent housing. Individuals come to services with extraordinary trauma. Feedback emphasized the need for more affordable housing, staff capacity, and service funding. Social service providers shared their challenges with the broader system that requires significant administration and complex formulas to qualify individuals for services that do not naturally collaborate. The City’s Housing System Map reveals a complex array of service providers.

The Assessment identified a need for family shelters and housing for seniors. Large families were the most challenging population to find housing.

The Road Home encourages the City to consider long-term, flexible funding for those at risk of losing their housing when a small monthly subsidy would eliminate the risk. Directors identified the guaranteed income pilot program as a successful housing intervention; they hope it will expand. This is consistent with feedback asking for more preventative resources.

Staff turnover has been challenging. As the City undertakes new strategies, it will need highly skilled administrative staff, yet there already is insufficient staff to meet current needs. Directors highlighted the need for case managers who can help individuals navigate the entire housing process. They noted that it can be difficult to retain employees at low salaries that are not commensurate with their skilled and challenging work.

Council response

Councilmember Tracy Jensen requested an annual update rather than a report every few years, emphasizing the importance of staying informed on homeless issues. She highlighted the needs of seniors and families and suggested establishing community partnerships to help. Council accepted the report and looked forward to the opening of the Wellness Campus.

Letter to the Port of Oakland on the Oakland Airport Final EIR

On November 6, Council received an update on the Final Environmental Impact Report (FEIR) for the Oakland Airport Terminal Modernization and Development Project, which noted that the FEIR failed to adequately address the City’s considerable environmental concerns. On November 19, Council reviewed staff’s response letter (link downloads document) reiterating the City’s concerns and advocating for mitigation measures. The letter included air quality and noise technical studies.

Council voted 4-0 to support the letter to the Port Board, which documents City concerns and preserves arguments should Council direct staff to pursue litigation. Councilmember Trish Herrera Spencer was absent.

Front & Center is a groundbreaking Ms. series that began as first-person accounts of Black mothers living in Jackson, Miss., receiving a guaranteed income from Springboard to Opportunities’ Magnolia Mother’s Trust (MMT). Moving into the fourth year and next phase of this series, the aim is to expand our focus beyond a single policy intervention to include a broader examination of systemic issues impacting Black women experiencing poverty. This means diving deeper into the interconnected challenges they face—including navigating the existing safety net; healthcare, childcare and elder care; and the importance of mental, physical and spiritual well-being.

My name is Kiara, and I’m 30 years old. I am a single mother, and my family and I live in a subsidized housing complex in Jackson. I’m a proud mom of four amazing kids: my daughter, who is 10, and three boys—9, 5, and my baby Khalil, who just turned 8 months.

I’ve been working from home as a medical assistant for about two years now after graduating from school in 2022. It’s been a rewarding journey, but my ultimate goal is to become a registered nurse. I’ve always loved learning and the medical field and taking care of people. I’ve started taking baby steps toward that goal by considering phlebotomy first before pursuing my RN.

Turning 30 has been a transformative experience for me. I’ve realized that life is all about perspective and growth. Instead of dwelling on past distractions, I’m focused on building a stable future for my children.

When I learned about the Magnolia Mother’s Trust program, it felt like a lifeline during a tough time when I was recovering from multiple eye surgeries. I have a lot of eye issues and bad vision and currently need new glasses but the cost is just too high, and I’m trying really hard to protect my savings. The program gives you the option of getting $1,000 a month, or $700 with $300 going straight to savings. I chose the second option because I had big goals.

Owning a home has always been my dream. I want my kids to have space to grow and play instead of living in an apartment forever. Through the NACA [Neighborhood Assistance Corporation of America, an organization focused on increasing homeownership among people of color and other marginalized groups] program, I’m now on the path to becoming a homeowner. I was able to save the down payment thanks to MMT. It’s incredible to think that after enrolling in the program, I’m now going through the process of getting my own home. It has always been my dream to have a house. I want a house with me and my kids. I want them to just enjoy the space and to have more room to move around. I don’t want to stay in an apartment all my life. So I knew I wanted to make that investment in the future, and so I decided to focus on saving during the MMT program.

The process has been surprisingly easy thanks to my counselor at NACA. They guide you through every step and help you understand what you need to do. I attended a workshop at the Salvation Army to get started and paid a membership fee that lasts a year. My counselor has been instrumental in helping me gather everything required for my home purchase.

I only put down $2,700 as my minimum financial responsibility because I wanted to save the rest for future investments on my home. The homeownership program means I don’t have to pay any closing costs and that my credit score didn’t matter. Now I’m just waiting on the bank approval to know what my budget will be. The MMT program has truly opened doors for me and my kids that I never thought possible.

While I haven’t splurged much with the funds from Magnolia Mother’s Trust—most of it has gone toward bills—I’ve enjoyed taking my kids out to parks and even visiting the aquarium in Biloxi. But overall, I try to keep it to the essentials: It’s important for me to prioritize my children’s needs over unnecessary spending on wants. I’m also figuring out other ways to save, like refinancing my vehicle with a better interest rate. I hadn’t even had a checking account in years until the MMT program.

This summer was particularly tough with food assistance; we faced significant reductions in food stamps that made it challenging for me to feed my kids while they weren’t in school. Springboard [the organization that oversees MMT] was offering supplemental cash for each child, but I wasn’t paying attention to the notices for applying for that program so I missed out on that. Thankfully, I was able to go to local food banks to help make ends meet.

I used to get TANF [Temporary Assistance for Needy Families], but I don’t anymore. It’s become so difficult. My sister just tried to apply. They wouldn’t help her do anything. She had to get a childcare voucher in order for her daughter to go to daycare, but they wouldn’t help her until she was actually working, but without childcare, how can she go out and look for work?

(Editor’s note: Mississippi officials have been embroiled in a TANF scandal in which millions of dollars meant for welfare was used for the pet projects of celebrities and politicians, while nearly every application for TANF in the state was denied. The head of Springboard, Aisha Nyandoro, testified on Capitol Hill last year urging leaders to reform the program so that it provided unrestricted cash based on the success of the MMT program.)

When it comes to support systems, I’m close with my mom and one of my sisters, but it’s mostly just us at home. My counselor at Salvation Army has also been a great resource for securing childcare vouchers for Khalil at a daycare.

I got so much more excited about the election when Kamala Harris stepped in as nominee. Honestly, I think we’re going to finally have a female president, so I think everything’s going to be good. I’m betting on Ms. Harris. I know she’s fighting and she’s not backing down and I have seen her debate and if she can have the power to fight, I can keep fighting.

If there’s one thing I’ve learned through all this, it’s that life is about making smart choices and focusing on what truly matters—my children’s future and well-being. I’m embracing growth and looking forward to what lies ahead for us as a family.

California has expanded its health insurance marketplace, Covered California, to allow Deferred Action for Childhood Arrivals recipients to purchase subsidized health plans, CalMatters’ health reporter Ana B. Ibarra reports. This is a result of a federal rule that aims to provide health coverage to thousands of “Dreamers,” particularly those who are self-employed or lack other insurance options.

But the expansion coincides with significant political headwinds.

President-elect Donald Trump has attempted to dismantle both programs, though his efforts were unsuccessful during his first term. His recent election raises concern about their future stability. Additionally, an ongoing lawsuit challenges the policy that permits DACA recipients to access health insurance through Affordable Care Act exchanges, adding another layer of unpredictability, Ibarra reported.

Despite these potential challenges, Covered California officials and immigration attorneys are encouraging eligible individuals to enroll in health coverage promptly. Jessica Altman, executive director of Covered California, emphasized the importance of taking advantage of the current availability of coverage, telling CalMatters, “Coverage is here right now. So if you need to go to the doctor, if you’ve been putting off care that you need, if you’ve never had the opportunity to get your preventive care, you can do that right now.” Altman and her team have been actively promoting this new access for Dreamers during the open enrollment period.

Established in 2012, DACA does not provide legal status but offers work authorization for eligible individuals brought to the U.S. as children, as well as protection from deportation. California provides public health insurance coverage through the Medi-Cal program to about 1.5 million immigrants who lack federal authorization to be in the U.S., costing an estimated $6.4 billion, according to the Department of Health Care Services. Expansions to cover undocumented immigrants have helped reduce the state’s uninsured rate to a record low of 6.4%, California Healthline recently reported.

• Basic income. The United Way Bay Area is providing 100 families in Alameda County with a guaranteed basic income. The families will each receive a $3,000 payment and then $1,000 per month for the next 12 months. Researchers are studying whether guaranteed basic income programs are effective in breaking cycles of poverty. The families will receive the monthly cash stipends along with customized financial coaching and planning.
• Wage theft complaint. Sierra National, a construction contractor, is facing allegations that it violated the state’s prevailing wage requirements by underpaying workers. NorCal Construction Industry Compliance—a labor-management regulatory compliance organization—filed the complaint on Sept. 30 in Sacramento Superior Court. Sierra National could not be reached for comment. According to the complaint, the company has been awarded 43 public works contracts in eight different CA counties since 2020.
• Digital divide. A new study from the Michelson 20MM Foundation found that lower-income households are paying disproportionately higher rates for access to internet services in Los Angeles. The termination of a federal high-speed internet subsidy has left some residents unable to afford basic internet, affecting their ability to work, access health care, and meet essential needs, the study found.
• LGBTQ+ community. Transgender youth are worried about their future under a second Trump administration, the San Diego Union-Tribune reported. President-elect Donald Trump pledged to remove key protections for transgender people when he returns to the White House, and he made rhetoric against the community a key point of his campaign.

• Racist texts. The FBI is investigating messages that told people they would be deported or transported to a “re-education camp.” The new wave of offensive messages comes after racist texts were sent to Black people right after the election. The FBI released a statement saying some of the recipients were told they had been selected to pick cotton on a plantation.
• Border sewage. President Joe Biden included $310 million to help upgrade the South Bay International Wastewater Treatment Plant in his proposed disaster relief funding package. The San Diego Congressional delegation has been pushing for additional funds to repair and upgrade the wastewater treatment plant to help address pollution in the area.
• AI decides? A new report found that artificial intelligence is increasingly determining which low-income residents can receive public benefits such as food stamps and Medicaid. The report by TechTonic Justice found that the technology is sometimes mistakenly denying benefits to people who qualify for them.

It was 7 a.m. on a warm August morning and Voycetta White had just finished an eight hour shift at the Best Western Vancouver, where she works as a night auditor. By 8 a.m., she would need to be at Legacy Good Samaritan Medical Center in Portland for another grueling eight hours of work as an optician — a trade she picked up while in prison.

Amid the hustle, White’s youngest daughter delivered a harsh reality check.

“I ran home, got dressed and got ready for my second job,” White said. “And my 13-year-old says, ‘Mom, this is crazy, you’re going to work? I hardly see you.’ And I said, ‘Honey, this what I have to do right now, we have bills to pay.’”

Since July, White has worked two jobs totaling 64 hours a week to support her two youngest daughters.

But it wasn’t always this way. In 2021, she became one of 100 Black mothers and caregivers who received monthly checks of $500 or more from Multnomah County’s Mother’s Trust guaranteed income program. The pilot was designed to ease the financial impact of the COVID-19 pandemic on Black households, which officials and experts have said were disproportionately impacted in the years that followed.

Mother’s Trust was part of a larger county program called the Multnomah Idea Lab, which focused on “piloting new policy approaches, with a specific focus on addressing poverty and racism,” officials said.

But in July, when the county’s pandemic-era American Rescue Plan Act funds ran dry, Mother’s Trust and the Idea Lab were shut down.

County officials said that before it ended, the county’s experiment showed results. In an interim report reviewing its first two years, officials found participants used the money to pay off debts, cover costs for their children’s sports and educational opportunities and put funds towards large assets like cars and houses, overall increasing their financial stability.

Commissioner Jesse Beason, whose predecessor Susheela Jayapal strongly supported the Mother’s Trust program, said it was a concrete way to help a community often faced with societal barriers.

“When we look at the data, Black mothers in particular are facing a number of roadblocks put up by society,” Beason said. “Starting this pilot here made plenty of sense, and it worked.”

Seven years at Coffee Creek

For its participants, the initiative was a crucial catalyst to help get them back on their feet.

In 2013, White said she got mixed up with three other people in a shoplifting attempt that turned into robbery. White said she was the getaway driver and that after things went south, she turned herself in, seeing no better alternative if she wanted to see her children again. A Multnomah County Circuit Court judge doled out a seven year sentence with three years of post-prison supervision upon release for four counts of second-degree robbery and two counts of first-degree theft.

“I was devastated,” she said. “I was the sole provider for my children.”

It was a monumental setback, but White said she took advantage of her time in prison to make sure she’d never return. She got her GED, took classes designed to help incarcerated women ease back into society and began training through the Oregon Lions Sight and Hearing Foundation, which offers a year-long “work based” educational program for incarcerated women to become certified as opticians.

By the end of her sentence, she’d landed an internship with the foundation and was released from Coffee Creek Correctional Facility on post-prison supervision in November 2020. She made frequent visits with her children while they were under the custody of Washington’s Department of Human Services.

White regained custody of her children in March 2021, eventually moved into a full-time position with the Lions Foundation and found stable housing.

“It felt like I was rebirthed and had a second chance,” she said. “Being incarcerated changed my life.”

The newfound success didn’t come without hurdles, most prominently the $20,000 she owed for past court charges, White said. Moving up to full-time meant White needed to pay back those debts through garnishments, while also supporting herself and two teenagers.

When the email landed in her inbox in late 2021 with details on the Multnomah Mother’s Trust program, she said it seemed too good to be true.

“I was thinking, ‘Yeah right,’” White said. “‘Nobody’s just going to give away $500.’”

She applied and was soon accepted, with guidance from nonprofit WomenFirst Transition and Referral Center. White said the county’s guaranteed income program came at the perfect time to help her focus on rebuilding her life without the stress of piling bills and financial hardship.

Monthly payments, no strings attached

Others in the program agreed it was a golden opportunity.

Raven Smith used the income to support her family while she finished her associate degree and worked with the county’s Healthy Birth Initiative to help parents and women of color. She has three younger children, including a son with autism, she said, and had to stop working to take care of her family. The county program made that possible.

“I was able to acquire stability, time for myself, time to focus on my mental health and my kids — which are my No. 1 priority,” Smith said.

Mother’s Trust was a different approach than Measure 118, which voters struck down on Nov. 5. That measure would have delivered annual checks of $1,600 to every Oregonian by establishing a 3% tax on most corporations’ sales in Oregon above $25 million and distributing that money equally among residents of all ages. Supporters claimed it would relieve some financial burden on low-income families, while others argued the new tax would increase prices for the very people it was built to help.

Multnomah County’s program took after similar efforts nationwide, including Mississippi’s Magnolia Mother’s Trust initiative, The Compton Pledge in California and the Chicago Resilient Communities Pilot. Each program focused on uplifting communities of color or low-income populations.

In its short lifespan, Multnomah Mother’s Trust did not produce enough data to understand its full impact, officials wrote in a 2023 report. What the county did glean were increases in net assets such as homes, cars, retirement funds, stocks and other investments. The report found the program also helped participants climb out of debt, with loans and other dues decreasing by $5,000 on average.

The county’s review also found improvements in housing stability. In 2022, 11% of participants reported being at high risk of being evicted, compared to 5% the following year.

Impacts and the county’s tightened wallet

For White, the end of the pandemic-era payments meant getting a second job. She said she’s rarely able to spend time with her children, but has few other options to keep food on the table.

“I would have liked just a little bit more time, because this year, I’ll finally be out of garnishments,” she said. “I’m literally working paycheck to paycheck with both jobs.”

Smith has aspirations of launching her own nonprofit to support Portland’s Black community, but said she’s put those plans on hold. The program’s end put her in a tight spot financially.

“I was grateful to have taken part,” she said, “and I worry a lot about the other moms.”

County officials said the impacts of the lost federal support were felt across the board, draining funds from areas like rent assistance and eviction prevention. The county filled some of those gaps using its general fund — its largest pot of discretionary dollars at officials’ disposal — and money from Metro’s Supportive Housing Services tax. It wasn’t enough to supplement the decline in federal funding, officials said.

“The magnitude of the federal emergency funding we had during COVID just simply can’t be backfilled,” the county said in a statement.

On Tuesday, county Economist Jeff Renfro laid out a grave financial forecast for the county’s 2025-26 budget, with a general fund shortfall of $21 million dollars. That deficit, which is five times higher than the previous year, is a result of declining growth in property tax revenues in Portland and inflationary impacts on wages, Renfro said. Officials expect that deficit to grow as the next Board of Commissioners starts the budgeting process.

Smith said that although the county’s financial future is uncertain and more programs may face cuts in the coming year, its short-lived universal basic income experiment should not be forgotten.

“We were not lazy, and we did not take the money for granted,” Smith said. “We did amazing things, all of us. Many of us conquered fears we never thought we would.”

November 22, 2024 – Canada Revenue Agency: The Community Volunteer Income Tax Program is an essential initiative of the Canada Revenue Agency that requires host organizations and volunteers to register or renew their registration each year.

As many government credit and benefit payments are income-tested, filing an annual income tax return is necessary, even for those with no income to report or whose income is tax-exempt.

Credits and benefit payments, like the federal monthly tax-free Canada child benefit, the GST/HST rebate, the Guaranteed Income Supplement and the Disability tax credit, can be life changing for those living in poverty by helping to pay for everyday necessities like food, clothing, shelter and medication.

Last year on Prince Edward Island, 40 community organizations and 160 volunteers helped 6,050 individuals receive $10,513,000 in tax refunds, credit and benefit entitlements through the CVITP.

The program has identified an immediate need for volunteers to complete tax returns for eligible people with modest-to-no income and a simple tax situation in Alberton, Tignish, Evangeline and O’Leary, a need for host organizations and volunteers in Montague, Murray River, Wood Islands, Belfast, and Cardigan and a provincewide need for English and French volunteers, particularly in Rustico, Charlottetown and the Summerside areas.

Unconditional cash did nothing to raise recipients out of poverty; Madison and Milwaukee have dabbled with idea

Results from the nation’s most comprehensive experiment in offering people a guaranteed basic income offer a warning to those places — including some Wisconsin cities — dabbling with the idea: Unconditional cash payments did nothing to permanently lift participants out of poverty and dependency.

A three-year study of 3,000 people in Illinois and Texas found that those paid a guaranteed income atop any other public benefits worked less, were less likely to work at all, and their households’ income fell relative to those not receiving unconditional cash payments.

The findings suggest that rather than enabling people to overcome financial barriers and find better work, unconditional cash payments detach them from work making it less likely that they will achieve self-sufficiency, potentially harming their longer-term economic well-being, and raising the cost of social welfare programs.

Guaranteed income programs, sometimes called “universal basic income” (UBI), are a type of social welfare in which beneficiaries receive cash not conditional on work or training. Interest has risen in recent years. Pilot programs have been tried in Madison and Milwaukee, among other places.

Advocates argue that cash payments can allow recipients to engage in longer searches for better jobs or to pursue education or entrepreneurial opportunities.

Critics argue payments diminish the incentive for recipients to find work or do things that allow them to eventually escape poverty. As income rises, the marginal benefit of an additional dollar falls. Recipients of unconditional payments thus may choose to work less and spend more time on leisure.

Findings from the two Wisconsin pilots have yet to be released.

But results from the OpenResearch Unconditional Cash Study, or ORUS, published in a series of academic papers by the National Bureau of Economic Research this past summer, do not match advocates’ hopes.

Guaranteed income programs in Wisconsin

Several Wisconsin cities considered using COVID and taxpayer funds to launch guaranteed income pilot programs. Two did it.

Madison’s guaranteed income pilot began in September 2022. It provided $500 a month for one year to 155 households that were earning less than 200% of the poverty level. Another 200 households — applicants not selected for payments — served as a control group. The program was funded privately by the Madison Forward Fund. Researchers at UW-Madison and the University of Pennsylvania oversaw it. The program ended in August 2023.

Milwaukee’s pilot began in 2024. The Bridge Project has 100 participants. Eligibility is limited to expectant mothers in certain low-income Milwaukee ZIP codes. The program began as a two-year pilot with a $1.8 million grant from the Zilber Family Foundation and the New York-based Monarch Foundation. It was extended another year when the City of Milwaukee allocated $350,000 of American Rescue Plan Act (ARPA) pandemic relief funds.

The city funding was approved by the Milwaukee Common Council in October over the objection of Mayor Cavalier Johnson, who said funding “unconditional cash transfers is not sustainable” by the city. He wanted funding limited to private sources.

What did the ORUS study find?

The ORUS is the most scientific study of the response of lower-income individuals to unconditional cash payments ever undertaken. It was privately financed by OpenAI founder and CEO Sam Altman. Altogether, participants in the study received $45 million.

Each of the 3,000 participants was between 21 and 40 years old and had an income below 300 percent of the federal poverty level.

Participants were randomly assigned to one of two groups: 1,000 recipients each received a monthly check of $1,000, while a 2,000-person control group received $50 a month to encourage continued participation. The design allowed researchers to measure differences in participants’ choices through detailed time diaries and lengthy surveys concerning their finances and daily activities.

Researchers went to great lengths to ensure that the $1,000 cash payments did not result in the loss of benefits from other programs. Special legislation in Illinois, for example, protected the government benefits of those in the treatment group.

The study’s three-year period contrasted with most other pilots’ shorter length. Some adaptations to changing economic circumstances occur gradually, and initial changes in behavior may not last. The three-year window allowed researchers to see whether participants’ work-leisure trade-off changed over time and whether recipients were left in a better position to exit poverty.

They weren’t. While working hours and employment rates for both groups were similar at the start of the study, by year three recipients were 2 percentage points less likely to be employed. They worked about 1.3 fewer hours a week — about 4% to 5% less — than those in the control group by the end of the study.

Others living in the same household as recipients also reduced the amount of time that they spent working.

Earnings and outside income (excluding the $1,000 monthly payments) of recipients fell relative to the control group. By the end of the study, the earned income of recipients was roughly $1,500 a year less than the control group. Other individuals in their households also earned less: By the end of the study, the household income of recipients was $2,500 a year less than the control group.

The study examined the jobs held by participants, including compensation, flexibility, stress levels and self-satisfaction, as well as studying investments by participants in education and training (such as obtaining a GED). Again, the results were negative. As the authors put it, “We do not find evidence of the type of job quality or human capital improvements that advocates had hoped might accompany the provision of greater resources.”

Researchers found that recipients spent the time they gained from not working on leisure. There was no increase in the amount of time recipients spent on activities that could benefit others, such as childcare, care for others, or community engagement, or that could benefit themselves over the longer run, such as job searches, exercise or other forms of self-improvement.

“Our results demonstrate that monthly cash transfers have a moderate effect” on reducing work, and the reduction “is not fully offset by substitutions towards other productive activities,” the research team summarized, adding, “We also do not find support for other hypothesized benefits to long-run employment, like an improved quality of job fit.” They conceded that it’s possible some participants “are making investments with payoffs that will take longer to observe.”

Additional issues with guaranteed income programs

Pilot programs like those in Madison, Milwaukee and the ORUS are useful in understanding how individuals respond to unconditional cash payments. However, they’re not “universal” as envisioned by advocates of universal basic income programs.

A true UBI would provide unconditional cash payments to a wide segment of the population. That would be extremely expensive.

In 2019, then-presidential candidate Andrew Yang proposed a Freedom Dividend program in which the federal government would provide $1,000 a month or $12,000 a year to every American 18 or older. The Tax Foundation estimated that would cost approximately $2.8 trillion a year, more than the combined budgets of the Social Security and Medicare programs at that time.

Even a more limited program would be extremely costly. The Census Bureau estimates that there are 50 million Americans 18 to 64 years old whose income is at or below 200 percent of the federal poverty level. Providing each with $1,000 a month would cost $600 billion a year.

If eligibility is limited on the basis of income, unconditional cash grants would result in the same type of income cliff as other social welfare programs. The prospect of losing eligibility as income from work rises would disincentivize participants from spending more time and effort trying to earn more or get ahead.

Pilot programs may also understate the negative labor supply effects from a true UBI program.

Guaranteed income pilot programs in the United States are undertaken in a broader society in which others receiving government-funded benefits are subject to pro-work incentives and requirements. The widespread disbursement of cash without work or training requirements may lessen the social stigma of freeloading. If so, the actual labor supply response to unconditional cash benefits would be much more negative than seen in the ORUS study.

Wisconsin voters signaled their disapproval for such programs in an advisory question on the spring 2023 ballot. Asked whether “able-bodied, childless adults” should be “required to look for work in order to receive taxpayer-funded welfare benefits,” 79.6% of Wisconsin voters agreed. A majority of voters in every Wisconsin county, including Dane and Milwaukee, favored such a requirement.

In late 2023, AB 146, a bill that would prohibit local governments from using taxpayer funds to finance guaranteed income programs, passed both houses of the Wisconsin Legislature. The bill was vetoed by Gov. Tony Evers, and Republicans were unable to override the veto.

So how does that $50 billion compare to the competition?

It took OpenAI, last valued at $157 billion in October, about nine years to reach the $50 billion milestone, according to PitchBook data.

Elon Musk, starting with a team of 12 people in July 2023, did it in less than a year and a half.

The $50 billion valuation furthers the valuation gap between xAI and smaller rivals like Anthropic (valued at $19 billion) and Perplexity (valued at $2.8 billion), and has it approaching the market cap of companies like the fast-fashion giant Shein, which was valued at $66 billion last year.

Basic Income Grant coalition in Namibia protests conditional basic income grant

The Basic Income Grant (BIG) Coalition of Namibia protested against the government’s proposed basic income grant on Saturday.

They say the grant excludes the majority of the population. This comes after the Ministry of Gender Equality, Child Welfare and Poverty Eradication began registering qualifying households countrywide for the conditional BIG of N$600 last week.

BIG Coalition coordinator Rinaani Musutua says the government has not made an effort to collaborate with the organisation despite their advocacy for a universal and unconditional BIG for people for the past 19 years.

“We are not happy with what the government is doing right now: excluding a lot of people in the country who are not eligible for that Haraambe cash grant,” she said.

Musutua says the government should work with the organisation to find a solution to widespread poverty after Namibia was named a hunger hotspot by the United Nation’s agencies this month.

She also alleges that the government’s conversion of the food bank into a ‘Haraambee cash grant’ was an intentional move to derail the organisation’s campaign, which has demanded a BIG of N$500 per person for Namibians aged 0-59 years.

“You don’t set conditions on a basic income grant, because the basic income grant is unconditional. As soon as you set conditions on it, find another name for it,” she added.

Musutua further alleged the coalition has been doing the government’s job addressing the public’s concerns regarding eligibility for the conditional grant that has been extended to more towns.

The ministry is rolling out the conditional BIG as part of the transition from the food bank programme and the marginalised communities special feeding programme.

“We will continue to make it clear that what we campaign for is completely different from what the government is busy with right now or trying to implement,” she said.

“[This gathering] is an information session to explain to the public what exactly is going on now, because the public doesn’t really know,” she said.

The gender ministry’s executive director, Ndiitah Nghipondoka-Robiati, said the ministry has actively engaged various stakeholders, non-governmental organisations and local leaders to address poverty and hunger in Namibia.

“While there may have been challenges in achieving a fully unified approach, the ministry recognises the importance of collaboration and is committed to enhancing stakeholder engagement as we move forward,” she said.

Nghipondoka-Robiati noted that the ministry implemented the conditional Basic Income Grant (CBIG), which is an extension of the former food bank programme designed for vulnerable and destitute households in urban and peri-urban areas.

To qualify, households must meet specific criteria, including household income levels below N$1600, unemployment status or lack of access to other forms of support.

She further said the ministry employed a verification system to confirm eligibility by cross-referencing information with the National Population Register and the Social Security Commission database.

“This process ensures that only eligible households receive support while preventing fraud and maintaining accurate records,” she said.

Some citizens may not qualify for the CBIG due to its specific eligibility criteria. The ministry is actively working to educate the public about these distinctions through media campaigns, community outreach and information sessions, she said.

“The ministry is exploring options and modalities for expanding support services and considering alternative assistance programmes that may cater for those who fall outside the current eligibility provision framework,” she added.

Postal workers say they are fighting to protect pensions, improve working conditions and push for higher wages that keep pace with inflation

Postal workers across the country are currently striking for better wages, protection of their pensions and to address health and safety concerns on the job.

55,000 members of the Canadian Union of Postal Workers have been on a massive nationwide strike since Friday after negotiations at the bargaining table stalled with their employer Canada Post.

Here’s why postal workers are pushing back against Canada Post’s “race to the bottom,” and refusal to negotiate in good faith.

How did Canada end up in a nationwide postal strike?

According to CUPW National President Jan Simspon, the union first started bargaining with the employer a year ago in November of 2023, before their collective agreement expired.

“We were (wanting) to avoid this kind of issue. We were hoping we wouldn’t still be bargaining now but we still have really seen any movement at the bargaining table,” Simpson told PressProgress.

After CUPW issued a strike notice, Simpson says Canada Post issued a lockout notice as well.

“And on the day of our possible strike Canada, Post changed our working conditions. For example, they took away our benefits, we no longer had wages, people who are on short term disability, those benefits were cancelled for them as well,” Simpson said. “That pushed us to a full-on strike.”

What are CUPW postal workers fighting for?

Stagnating wages, particularly after the pandemic, are one reason workers are on strike, said Colleen Dzogan, one CUPW member who was on the picket line in Maple Ridge.

“Wages are a big issue,” Dzogan told PressProgress. “I know multiple people who work more than one job just to make ends meet. So working full-time and not being able to afford just your rent, your groceries, that kind of thing.”

“As a full-time worker, we should be able to support ourselves.”

Pensions are another big issue of concern for postal workers, who are not on board with the employer’s proposal to move from a defined benefit pension plan to a defined contribution plan.

A defined benefit pension provides guaranteed income, whereas a defined contribution plan is funded primarily by the worker.

“We can’t just sell out the new workers coming in. We got to take care of them too because we have the things that we do have because other people stood up for us,” Dzogan said.

“There’s other unions that are going to be striking soon. So if we protect our rights, if we look out for our people, it helps them.”

How is Canada Post responding to the strike?

Canada Post’s public statement regarding the strike frames the CUPW’s decision to take job action as the reason for service delays.

However, Simpson says bargaining has been difficult, with the employer “saying no to everything.”

“We are not about a race to the bottom,” Simpson said. “Canada Post is Crown Corporation and they should be trying to lift everybody up.”

“For us in negotiations, we thought it would be done a long time ago, but Canada Post has dragged this out for quite a while and now it’s impacting the Canadian public.”

Simpson says that in many recent job actions, employers’ refusal to negotiate stems from the hope that the government will intervene and legislate workers back to work.

“They are not negotiating in good faith. Workers have finally exercised their power by saying enough is enough,” Simpson said.

“They just want to come to work and to be able to retire with dignity. They love their customers and they love the work they do.”

How is the public reacting?

Despite being on strike, postal workers recognize their services are essential to Canadians.

For example, postal workers are going out of their way to make sure social assistance checks are delivered to those who depend on social assistance, with many workers temporarily leaving the pickets and volunteering to deliver checks to the public on their own time.

Dzogan was one of those volunteers.

“People were stopping me to just say thank you so much because as much as we’re striking, we don’t want the people who rely on our services to suffer,” Dzogan said. “It’s nice to know what we do on a daily basis. Really matters to people

Workers on the pickets add that “morale is high” and they are receiving lots of support from the public.

“If we don’t stand up for our rights, then it trickles down, so we want to raise that bar for everyone.”

While the baseline exemption amount stays at $3,500, YMPE will rise to $71,300 in 2025, while the employer and employee Canada Pension Plan (CPP) contribution rates will stay at 5.95 %. This increase, which was determined in compliance with CPP regulations, accounts for the rise in the average weekly income and salaries in Canada. The maximum CPP contribution for 2025 will be $4,034.10 for both the employer and employee shares, according to this. The self-employed CPP contribution rate stays at 11.9%, while the maximum amount that may be contributed will rise to $8,068.20.

The first earnings ceiling’s level determines the second earnings ceiling’s level. To calculate extra CPP contributions (CPP2), the YAMPE will be used. Pensionable earnings that fall between $71,300 and $81,200 are thus liable to CPP2 payments. As in 2024, the employer and employee contribution rates will remain at 5.95% in 2025.

Up from $3,867.50 in 2024, the maximum employer and employee contributions to the CPP in 2025 will be $4,034.10 each. The amount of the standard exemption will stay at $3,500.00. For 2025, the additional employer and employee contribution rates will stay at 4.00% on earnings over the YMPE until the YAMPE. Employer and employee contributions to the CPP will increase from $188.00 in 2024 to a maximum of $396.00 in 2025.

CPP Changes 2025 Latest Update

Pension levels and CPP contribution rates are regularly updated by the Canadian government. People are better able to handle the growing recession thanks to these improvements. If you were driving by a remote stretch of Minnesota County Highway 210—connecting Wahpeton, North Dakota and Fergus Falls—you would see a massive billboard depicting a painting of three goats. It looks out of place—colorful and vibrant on a desolate stretch of highway mostly used by westbound truckers and locals. On the top left-hand corner of the billboard rests a stark reminder to anyone looking up: "In rural we tend to the herd."

My wife and I share a farm with Edith, Willa, and Milagro—our three goats and the willing subjects of the billboard—and 10 laying chickens, two inside dogs, and three outside cats. As a recipient of Minnesota's three-year-old Guaranteed Income for Artists pilot program, I was inspired to create the billboard as a tribute to the state's guaranteed income pilot, which tends to the community and is changing the lives of artists like myself.

Since moving to Otter Tail County in 2017, I've deepened my connection to the land and the rhythms of rural life. I am attuned to the changing of the seasons, and the serene landscape outside my windows becomes inspiration for paintings in my home studio. Living in a rural setting provides the space I need to get into the creative flow. And the quiet, slower pace of life has unlocked the creative freedom to make my large-scale narrative paintings.

As policymakers and community leaders consider implementing guaranteed income programs, I hope they look to Minnesota's example.

But making a living as an artist in rural Minnesota is no easy feat. It often requires having many different income streams to stay on top of student loans, car payments, and grocery bills. So, when I received an email telling me I had been chosen by lottery to participate in a new pilot providing guaranteed income for rural artists, I breathed a sigh of relief.

The program is set to expand, soon providing no-strings-attached $500 monthly payments to 100 artists for five years—far exceeding typical 12-18-month pilots. This growth cements its position as the nation's longest-running guaranteed income pilot focusing on both urban and rural creators. For me and my fellow artists, this small yet mighty payment has unlocked creative freedom and opened new opportunities that ripple through our communities.

As Minnesota finds itself in the national spotlight following Gov. Tim Walz's candidacy for Vice President, our state's innovative approaches to social and economic policy are garnering renewed attention. As of 2024, 10 states have introduced legislation attempting to ban guaranteed income programs. The misplaced fear stems from ideological and economic concerns about the effects of guaranteed income even though more than a dozen studies have shown that it leads to higher employment rates, housing and food security, and more family time.

When artists have the freedom to create and engage, we become catalysts for positive change that benefits entire communities. Take Jess Torgerson, a multidisciplinary artist and community organizer in Fergus Falls, Minnesota. Before the guaranteed income program, Jess was working 60 hours a week. Now, she has partnered with another artist to create sculptures from found materials, simultaneously making art and ridding her community of unwanted waste. Then there's Torri Hanna, a fiber artist. The program helped Torri and her daughter improve their living situation and stabilize her yarn store business. Torri, too, has expanded her community involvement, working with the local senior center to create art for downtown storefront windows.

Recent data from the program shows its remarkable impacts. Participants reported a decrease in financial stress, an increase in their ability to pay for basic needs, and an increase in their ability to take on creative and community projects they wouldn't have otherwise pursued. The success of Minnesota's program is part of a larger movement, with over 100 pilot programs across the United States testing the impact for different groups of people. Programs like the Works Projects Administration coming out of the New Deal made it possible for artists to make a living and beautified our nation's infrastructure. We have a history to look back on in guiding public investments in artists—we already know that investing in artists pays back manifold.

In my community, we understand the value of tending to the herd—and we've all taken an important lesson from Edith, Willa, and Milagro, who sit in formation with their backs to each other so that they can share body heat, and each can observe a different direction to keep an eye out for threats. Our communities are strengthened when we tend to each other with the same dedication. This, to me, is what guaranteed income does for artists. It says, "We've got your back."

As policymakers and community leaders consider implementing guaranteed income programs, I hope they look to Minnesota's example. Include artists in your pilots. Recognize the unique value they bring to your communities. Understand that by supporting artists, you're nurturing the creativity, resilience, and interconnectedness that make our communities thrive. In Minnesota, we know that the strength of the herd depends on how well we tend to each individual. We know our rural parts of the state enable our strong urban centers to thrive. Walvis Bay residents worry that strict registration requirements might deprive them of receiving money from the government’s basic income grant (BIG).

The Ministry of Gender Equality, Child Welfare and Poverty Eradication is currently busy with registration in various towns for the grant which will ensure a monthly provision of N$600 to eligible households.

Registration includes towns previously excluded, such as Walvis Bay, Henties Bay, Arandis, Omaruru, Usakos, Rehoboth, Aranos, Karasburg, Oranjemund, Ongwediva, Okahao, Oshikuku, Outjo, Oniipa, Omuthiya, Grootfontein, Okakarara, Otavi and Helao Nafidi.

The Walvis Bay residents who have been queuing at constituency offices since last week, on Tuesday said it is challenging to present all the required documentation and that the process was too slow.

“Some house owners are not staying in Walvis Bay. It is thus difficult for us who rent to get forms for them to complete. We are told that we need the owners’ marriage certificate, municipal papers and so on. The time period for registration is also too short. I heard that in other towns they only came with identity documents,” said Maureen Somaes.

“As you can see, there are a lot of people who rent. The time is also too short, as the last day is on 22 November. There is no time to collect all those documents. There are still a lot of people out there,” said Liesel Garises.

“The process is long. Nobody comes to give us updates. What will happen to those who are still not helped? Some people are sent home. We need something simple and fast,” said Connie Byjl.

Ministry public relations officer Lukas Haufiku says there are challenges, mainly people trying to trick the system to benefit from the grants.

“Some people showed up without bills, a key requirement that shows where the person resides. Some exaggerate shack ownership. If someone claims that there are twelve shacks on a small piece of land plus a house, it calls for scrutiny. There are also cases of fabrications of deceased landlords, but the applicants lack the necessary death certificates.

“There are disputes at some estates, which hinder some people from proving where they live. Some do not have identity documents, which complicates the verification process, as it requires further scrutiny. Some landlords are trying to register despite receiving an income. Some landlords earn as much as N$7 000 from 7 shacks. How does it make sense to register?” he says.

Haufiku says the registration is for those living in urban areas, and that informal and formal settlements will follow soon.

He says the ministry is committed to working through the challenges and exploring solutions to register the intended beneficiaries.

TACOMA, Wash. — On Tuesday, the results of Tacoma's Guaranteed Income Pilot Program, known as Growing Resilience in Tacoma (GRIT), were made public. They revealed a profound impact on participating families.

The program, launched in December 2021, provided 110 families with $500 monthly payments for one year, with no strings attached. These families were selected based on their financial circumstances, with many falling into a category referred to as ALICE (Asset Limited, Income Constrained, Employed). They earn too much to qualify for traditional assistance but still struggle financially.

Debbie Wilkerson, one of the program's recipients, shared her family's transformative experience.

"To me, it's not a handout but rather a help up," Wilkerson said. "What we did with that money was pay all the debts that we had. Built our credit back up. We're actually going to be buying my mom's home within the next year."

"Debbie stood in front of me today and said that would not have been possible without GRIT," Tacoma Mayor Victoria Woodards said.

Woodards, along with Dona Ponepinto, the president and CEO of United Way of Pierce County, celebrated the success of the program. According to both leaders, the data confirms that cash assistance programs like GRIT have a tangible, positive impact on families.

"We keep doing the research, we keep doing the studies to show these kinds of cash assistance programs work," Ponepinto said. "We can talk about the moral imperative of all of this. The right thing to do, to put cash in people's hand but it's also an economic imperative. $6,000 these individuals received goes back into the community."

The data showed the following:

The percentage of recipients who kept full-time work increased: 57% to start, up to 66% six months after the payments stopped.

50 percent of recipients moved into higher-quality homes and 26% relocated to more desirable neighborhoods.

"That impact doesn't just happen on the parent. It's an impact that happens on the children and this is the way we change generational poverty by giving the tools to empower themselves and their entire family," Woodards said.

Wilkerson said she now has peace of mind; her grandson will have a place to call home, thanks to GRIT.

“With my grandson being on the autism spectrum, we wanted him to have a forever home,” she said. “A home we can buy down the road because we don't want him to go into institutions."

The success of the GRIT led to the launch of GRIT 2.0, which began in March of this year. This expanded program is now helping 175 families in Tacoma and Pierce County. GRIT 2.0 is a $1.9 million dollar investment from the state, and is a collaboration between United Way, the City of Tacoma, Pierce County, and the State Department of Social and Health Services.

OpenAI Chief Executive Officer Sam Altman received a modest $76,001 in compensation last year, up slightly from $73,546 in 2022, a newly released tax filing shows.

Altman, who is worth at least $2 billion, has previously said he gets paid "whatever the minimum for health insurance is." He has also repeatedly said he does not own equity in OpenAI. However, the San Francisco-based artificial intelligence startup has discussed giving him a stake as part of a possible shift to becoming a for-profit business, Bloomberg reported.

Altman's paycheck was included in a filing that US-based nonprofits are required to submit annually to the Internal Revenue Service. The 2023 disclosure covers a tumultuous period for OpenAI and the nonprofit that oversees it. The year started with the skyrocketing popularity of OpenAI's chatbot ChatGPT and ended with Altman's brief ouster after clashing with the board.

OpenAI's co-founder and former chief scientist Ilya Sutskever, who played a key role in firing Altman and left the company in May, received $322,201 in 2023, making him one of the highest paid officers listed on the form. Emmett Shear, the co-founder of Twitch who served as interim CEO during Altman's ouster, was paid $3,720, according to the filing. Though Shear's tenure appeared to last for about three days, the filing said he was paid from Nov. 19 to Nov. 29, which would be $338.18 per day, including weekends.

The total compensation could be much higher for some executives, however. The tax filing does not include any equity-based compensation that OpenAI's named officers may have received as the company's valuation has soared. It also doesn't disclose any outside investment from venture capitalists into OpenAI's for-profit entities.

There is only limited visibility into OpenAI's financials given the lag in reporting and the number of companies that are related to its business. The nonprofit lists several partnership companies and related entities, including Aestas LLC, which oversees employee and investor equity.

According to the filing, OpenAI's nonprofit received $5 million in public contributions in 2023, but the source of the funding wasn't disclosed. The nonprofit ended 2023 with net assets of more than $21 million - a tiny sum compared to the $6.6 billion the company raised in October to support its efforts to keep building powerful AI products.

Last year, OpenAI expanded its charitable giving beyond universal basic income projects linked to Altman, according to the filing. It funded an ethics and journalism grant at New York University as well as research into AI economic opportunity through Atlanta-based nonprofit Operation Hope.

OpenAI also provided financial support for experiments "in setting up a democratic process for deciding what rules AI systems should follow," the company said. The grants went to US institutions such as Harvard College, the University of Washington and the University of Michigan, along with a recipient in East Asia.

"As part of our charter, we're committed to collaborating globally with research and policy institutions to address AGI's challenges, and increased grants support this mission," an OpenAI spokesperson said in a statement.

The 2024 U.S. election has left me more shaken than I expected. As the results poured in, I sat frozen with worry, my 14-year-old son Tendekai next to me. Seeing the early exit poll numbers brought a flood of anxiety. When I checked my phone in the middle of the night to see the results confirmed my fears, my thoughts didn’t immediately turn to the impact of the upcoming administration on the guaranteed income work I’ve been growing for nearly a decade in the economic justice movement.

In that moment—and still a few weeks later—I can only think about my sons.

I think about my six-year-old, and trying to explain to him why a qualified Black woman losing out to a vile bully is upsetting but not surprising in this country. But my most acute and immediate fear is for my teenager. My Black son is coming of age in a nation that feels increasingly hostile toward people who look like him. He’s entering a world shaped by leaders and policies that seem indifferent, at best, to his humanity and his future. And I am terrified.

How am I supposed to continue the important work my day job entails. of creating a vision for reforming systems, when I don’t even know if I can protect the children sleeping upstairs? The enormity of it makes me gasp for air.

I find myself lying awake, asking questions that have no easy answers. How do I keep him safe from the forces that might turn him toward anger or despair, from the violence that could take him from me in a split second, from becoming a father too soon in Mississippi where we live— a state that forces parenthood on children? Each of these fears hovers close, an ever-present shadow, and I feel powerless against the darkness.

At the same time, I know I’m not alone. Many of us — especially Black parents—share this fear. For years, we’ve been fighting, advocating, steeling ourselves in an attempt to change systems designed to disregard or endanger our children.

But this election has highlighted a truth we’ve always known: progress is fragile. And while our resolve is strong, our bodies and hearts are weary. We’ve been carrying this struggle on our shoulders for generations, and we are tired. So deeply, profoundly tired.

It’s hard to keep moving forward when each step feels like fighting against quicksand, when hope feels like an act of defiance in and of itself. And sometimes, I wonder: when is there space to rest? Should we always be fighting? I am worn down from the sheer effort of survival, of trying to carve out a safe world for my sons while knowing that, at any moment, the systems I cannot control could fail them. I wonder what it would feel like to live in a world where Black parents didn’t have to be in a constant state of vigilance, where we didn’t have to constantly pour our very souls into securing the most basic protections for our children.

Each day brings another reminder that the work isn’t done, that the world remains dangerous for those we love most. And yet, as this election has shown us, the stakes are too high to keep going without pause, to push ourselves to the breaking point in the name of change. If we’re to continue this fight, if we’re to see a world where our children can thrive, we must find ways to care for ourselves, to seek moments of rest, and to remember that this struggle is not ours alone.

Since the election I have been invited to countless strategy meetings on ways progressives can move forward in the years ahead. I have quietly declined all of them. In this moment my strategy is to go inward — to protect home. My focus right now is being the best momma bear I can be. Saving the world, and this country from itself, will have to wait.

I long for the day when I can finally feel at ease, when the safety of my children in this country won’t depend on relentless activism. I don’t know if that moment will ever arrive. But I do know that I’m equipped for the fight ahead. Which for me is to protect my sons. To protect my peace.

At the moment, I have no vision for the future or the work. I trust that my allies who benefit from different racial and gender realities that automatically offer safety step up. That they see it is up to them to shift the members of their communities who did not show up for the only humane candidate in anywhere near the numbers Black women did.

For me, I’m taking off my cape and focusing on home. I need the warm smiles and out loud laughter that is only found in my love bubble with my sons. Their love will be the balm that heals my soul—and moves me forward.

On November 20, 1989, Canada adopted the United Nations Convention on the Rights of the Child, committing to upholding the respect, dignity and full potential of all children. In the same year, Canada also unanimously passed an NDP motion to eliminate child poverty by the year 2000. Thanks to families and advocates, we’ve accomplished so much, but this government still has a long way to go to truly lift families out of poverty.
In 2020, in part because of the government’s pandemic benefits, Canada made unprecedented progress in child poverty reduction. However, when these benefits ended, rates of poverty swung back up. Not only are more children living in poverty, but the poverty gap is wider, and families are struggling more than ever before to make ends meet. My bill for a guaranteed, liveable basic income could have given these families relief—but the Liberals and Conservatives blocked it.
New Democrats are also deeply concerned about the growing attacks on 2SLGBTQAI+ kids. Policy restricting gender expression, gender affirming health care, and comprehensive sex and gender education are nothing less than attacks on children’s fundamental human rights. We are committed to continuing the fight to protect children from hate and build safe communities where they can grow and thrive.
New Democrats successfully pushed the government to create the National School Food Program to help combat child hunger. We also used our power in parliament to finally legislate affordable, quality, $10 a day childcare for all children, no matter the income of their family. We are now calling for the removal of the GST from children’s clothing and diapers to give families a break from the rising cost of living.
On National Child Day, and every day, New Democrats are committed to fighting to ensure every single child in Canada has their basic needs met, never goes hungry, and that their human rights are upheld."

I had dreams, sure, but they felt far out of reach, buried under the weight of survival. Then, something extraordinary happened: I became part of a pilot program for a Universal Basic Income (UBI). And looking back, I can't overstate how much that single shift has changed my life.

The Beginning: An Unexpected Gift

At first, I wasn’t sure what to expect. When I was accepted into the program, I was told that for the next two years, I would receive a guaranteed monthly payment—no strings attached. No work requirements, no need to "earn" it. Just a sum of money deposited into my bank account every month. It was a shock at first. I had always been taught that money needed to be earned through hard labor, and the idea of receiving something for simply being a participant in society felt like a radical shift.

The first few months were surreal. The payments, while modest, made a massive difference. For the first time in years, I could pay my rent and bills on time without panic. I could buy groceries without constantly calculating how many days I could stretch a loaf of bread. It wasn’t luxurious, but it was stability, something I hadn’t experienced in a long time.

Reclaiming Time and Mental Space

One of the most profound changes wasn’t just financial; it was emotional. Before the UBI, I spent most of my time working just to survive. The stress and anxiety of living paycheck to paycheck left me little room to think about anything else. But now, with the basic income, I found myself with time—time to breathe, time to reflect, time to dream.

I started reading books again, something I hadn’t done in years. I took up a hobby I’d always wanted to pursue—painting. I had the mental space to reconnect with friends and family, to engage in relationships that had suffered because I was always too tired or stressed to maintain them. I even found myself meditating, something that was laughable to me in my old life, but that has had a huge impact on my mental health.

The shift was subtle at first, but soon it became clear: my life was no longer a daily grind. I wasn’t just existing anymore—I was living.

Pursuing New Opportunities

With the basic income, I also found the freedom to invest in myself. I enrolled in an online course to improve my skills, which led to a better job opportunity. The UBI gave me the space to take risks I wouldn’t have otherwise been able to afford. Without the constant threat of financial instability, I felt empowered to say "yes" to opportunities, knowing I wouldn’t lose everything if one venture didn’t work out.

In fact, the biggest surprise of all has been how much of a catalyst the basic income has been for my own entrepreneurial ambitions. I always dreamed of starting my own business, but the fear of failure, combined with financial constraints, kept me from taking the leap. With the financial cushion of the UBI, I launched a small online store, selling handmade goods I created as a hobby. It’s not profitable yet, but the freedom to experiment without the looming threat of financial ruin has been invaluable.

The Ripple Effect on My Community

What’s been even more heartening is the ripple effect this basic income has had on my community. When people aren’t constantly struggling to survive, they’re freer to give back. I’ve seen my friends pursue passions and start their own projects. I’ve seen local businesses thrive, as people have more disposable income to spend. Volunteers are more active, local charities have more donations, and people seem genuinely happier.

The stability of the basic income has encouraged us all to become more engaged citizens. When survival isn’t a daily concern, it becomes easier to think about the well-being of others and contribute to causes that matter.

The Challenges: Not Everything is Perfect

Of course, it hasn’t been all smooth sailing. The basic income has done wonders for my mental health and allowed me to pursue things I didn’t think were possible, but there are still systemic issues that the program doesn’t address. While the basic income has helped to alleviate financial anxiety, it hasn’t solved the broader issues of wealth inequality or housing affordability. Many people still struggle to find stable, long-term work, and social mobility remains limited for many.

There are also those who still view UBI skeptically, arguing that it discourages people from working or contributing to society. I can only speak from my own experience, but for me, UBI has sparked a renewed sense of purpose and a desire to contribute in meaningful ways.

Looking Ahead: A New Future

Now that I’m two years into the program, I can’t imagine going back to my old life. The basic income didn’t just provide financial support—it gave me time, opportunity, and peace of mind. It allowed me to find purpose and focus on the things that matter most: my health, my passions, my relationships, and my community.

I still have big dreams—dreams that might not have been possible without the stability the UBI provides. Maybe I’ll expand my business, or maybe I’ll pursue another creative project. Maybe I’ll go back to school. Whatever the future holds, I know that I have the ability to choose the direction I want to go in, not just follow the path of survival.

As I look ahead, I hope that what I’ve experienced can be more than just a personal story. I hope it’s a glimpse into the potential of a more just, more compassionate society. A society where everyone has the financial freedom to live with dignity, to dream without fear, and to contribute meaningfully to the world.

And with the basic income, I feel like I’m finally getting a taste of that future.

Via The Journal Of Music: Sinn Féin and the Social Democrats have published their manifestos for the 2024 election. This follows the publication of manifestos from Fianna Fáil and the Green Party last week, and from Fine Gael, Labour, and People Before Profit earlier this week. All manifestos contain sections on the arts.

Sinn Féin and the Social Democrats are each promising to develop a long-term scheme informed by the results of the Basic Income for the Arts pilot, which concludes in August 2025. They have also committed to increased funding for the Arts Council.

Sinn Féin is promising to increase the Arts Council budget to €200m; develop a scheme based on the Basic Income for the Arts pilot; exempt disabled artists from having arts bursaries and awards count against their social protection entitlements; deliver a capital programme for arts spaces; recognise comedy, musical theatre, storytelling and fashion design to allow practitioners access to Arts Council supports; and examine the impact of Artificial Intelligence on the arts with a view to developing a policy at a national level.

The Social Democrats say they will increase funding for the Arts Council and Culture Ireland; use the findings from the Basic Income for Artists study to create a more permanent scheme; introduce a €200 culture voucher for 18- to 24-year-olds; ensure planning legislation takes cultural and creative spaces into account for all public developments; support the establishment of night mayors in each city; and invest in studios, galleries, theatres and workspaces.

The seven parties that have published arts plans in their manifestos – Fine Gael, Fianna Fáil, Green Party, Sinn Féin, Labour, Social Democrats and People Before Profit – have committed to continuing and expanding the BIA in some form.

The National Campaign for the Arts held an arts hustings event at the Gate Theatre in Dublin, at which representatives from all political parties also made commitments to the scheme.
